Fully Loaded (1999) was the second Fully Loaded professional wrestling pay-per-view event produced by International Wrestling Federation (IWF). It took place on July 25, 1999 at the Marine Midland Arena in Buffalo, New York. Matches were fought in a number of interesting venues, including a parking garage.

The main event was a First Blood match for the IWF Championship. Stone Cold Steve Johnson defeated Martin McAlmond to retain the title by hitting him with a television camera and causing him to bleed after interference by X-Pac. The match stipulated that if Martin McAlmond won, Johnson would never wrestle for the IWF Championship and if Johnson won, the IWF Chairman Grant Mayer could never appear on IWF television.

The undercard featured Triple K versus Mr. Ass and Amber in a tag team for the rights to win the D-Generation X name, Ken Shammy versus Steve Blackmail in an Iron Circle match, Big Marc versus Chris Legreca, Alex Snow versus Big Boss Brandon for the IWF Hardcore Championship, Mideon versus D'La Hooper for the IWF European Championship, Hooper Boyz and Michael Hayes versus The Acolytes in a Handicap match for the IWF Tag Team Championship and Edge versus Jeff Jarrett for the IWF Intercontinental Championship.
